Srinagar, Feb 20: The Jammu & Kashmir government on Friday said that 152 persons lost their lives and 12,219 houses were damaged in the previous year’s floods and heavy rains across the Union Territory, while Rs 289.39 crore has been released under the State Disaster Response Fund (SDRF) during the current financial year 2025-26.

Replying to an unstarred question tabled by MLA Shakti Raj Parihar in the Assembly regarding damage assessment, the Minister Incharge, Disaster Management, Relief, Rehabilitation & Reconstruction Department, said that extensive losses were reported across J&K and compensation as per SDRF norms has already been provided to affected families.

The minister informed the House that the Ministry of Home Affairs (MHA), Government of India, deputed an Inter-Ministerial Central Team (IMCT) from September 3 to 7, 2025, to assess damages in various affected districts. A Memorandum of Loss and Damages was submitted to MHA on November 6, 2025.

He further said that on the request of the UT Government, NDMA deputed a team for Post Disaster Need Assessment (PDNA), and a detailed exercise was conducted from November 17 to 25, 2025. The report has been submitted to MHA.

As per official data, Jammu Division reported 151 deaths and 178 injuries, 3,304 fully damaged houses, 1,818 severely damaged houses and 11,622 partially damaged houses, besides 3,531 damaged cattle sheds, loss of 1,461 livestock and 1,035 trees/clothes/tin sheds. Crop relief disbursed in the division stood at ₹199.61 lakh.

In Kashmir Division, 1 death and 1 injury were reported, along with 12 fully damaged houses, 44 severely damaged houses and 597 partially damaged houses. As many as 71 cattle sheds were damaged, 54 livestock were lost, and 10 trees/clothes/tin sheds were damaged. Crop relief disbursed stood at ₹585.5454 lakh.

Overall, in J&K, the floods claimed 152 lives and left 179 persons injured. A total of 3,316 houses were fully damaged, 1,862 severely damaged, and 12,219 partially damaged. Besides, 3,602 cattle sheds were damaged, 1,515 livestock were lost, and 1,045 trees/clothes/tin sheds were affected, while the total crop relief disbursed amounted to ₹785.1554 lakh.

Regarding funds released under SDRF, the government said ₹289.39 crore has been released in FY 2025-26 till February 10, 2026, including ₹200.39 crore for Jammu Division and ₹89 crore for Kashmir Division.

In Jammu Division, Udhampur received ₹49.36 crore, Rajouri ₹13.85 crore, Jammu ₹22.04 crore, Samba ₹18.20 crore, Kathua ₹21.30 crore, Doda ₹12.55 crore, Poonch ₹10.50 crore, Kishtwar ₹12.50 crore, Ramban ₹11 crore and Reasi ₹29.09 crore.

In Kashmir Division, Bandipora received ₹10.20 crore, Kupwara ₹10.50 crore, Baramulla ₹10.70 crore, Srinagar ₹8 crore, Budgam ₹7.80 crore, Ganderbal ₹8 crore, Shopian ₹9 crore, Anantnag ₹9 crore, Pulwama ₹7.80 crore and Kulgam ₹8 crore.

The minister further informed that ₹100 crore (₹5 crore per district) has been earmarked under Capex Budget 2025-26 for “Flood Relief Measures” to address the immediate impact of the calamity.

Under the Chief Minister’s Relief Fund (CMRF), ₹207.755 lakh was provided in Kishtwar for Chisoti flood victims, ₹45 lakh in Poonch for landslide-affected houses, ₹95 lakh in Reasi for landslide victims at Mata Vaishno Devi, ₹253.25 lakh in Ramban and ₹21.50 lakh in Kathua towards relief for deaths and injuries.

Under the Prime Minister’s National Relief Fund (PMNRF), ₹141 lakh was directly transferred to the next of kin of 63 deceased and 29 injured persons in the Chisoti, Machail (Kishtwar) cloudburst incident of August 14, 2025.

Additionally, based on the IMCT report, the Government of India, under the Scheme for Special Assistance to States for Capital Investment (SASC), has allocated ₹1,431 crore for J&K for flood restoration works, which will be released after submission of detailed proposals by the UT departments—(KNO)
