J&K Assembly set to discuss land, language, environment resolutions in upcoming sessions

Jammu, Feb 23: The Jammu & Kashmir Legislative Assembly is set to witness a diverse range of private member resolutions during the second leg of the budget session, ranging from environmental to cultural issues.

The Assembly Secretariat has selected 14 resolutions through a draw of lots, which will be listed in the business of the House on March 31 and April 2.

As per details with news agency—Kashmir News Observer (KNO), MLA Gurez Nazir Ahmad Khan has submitted a resolution linking promotions in the Education and Health Departments with mandatory service in far‑flung areas.

MLA Pampore Justice (Retd.) Hasnain Masoodi has urged the government to regularise possession of State and Shamilat land used by registered educational institutions, allowing them to continue functioning without objections until the process is complete.

MLA Eidgah Mubarik Gul has called for the establishment of a dedicated lakes and waterways development authority to restore and protect Khusal Sar, Gilsar, Shallabugh and other water bodies.

Shamim Firdous has pressed for a blanket ban on polythene and allied products to safeguard the environment.

NC’s Sajad Shaheen has sought expeditious regularization of long‑standing residential colonies in Jammu District, while his party colleague Salman Sagar has submitted a resolution seeking de‑notification of the Phaak area and Rural Block Harwan from the Srinagar Master Plan to protect local rights and livelihoods.

MLA Bandipora Nizam‑Ud‑Din Bhat has demanded a uniform, full‑fledged healthcare system across all districts of the Union Territory.

Two resolutions on cultural and educational initiatives are also on the table. PDP’s Waheed‑Ur‑Rehman Para has urged the government to mandate Kashmiri language use in official communications, signboards, and school curricula up to Class XII in Kashmiri‑speaking areas, while BJP’s Narinder Singh Raina has called for the establishment of a Veterinary & Animal Sciences University in Jammu as part of Viksit Bharat @2047.

Javid Hassan Baig has had two resolutions selected-one urging the government to accord Priority One Status to disaster management, with special focus on earthquake preparedness and mitigation, and another seeking the declaration of Baramulla town as a heritage town.

Meanwhile, BJP’s Sunil Bhardwaj has moved a resolution seeking the upgradation of Ramnagar Tehsil as a district, and Independent MLA Muzaffar Iqbal Khan has called for full implementation of Panchayati Raj Rules (1996) and related government orders, ensuring that works up to Rs 3 lakh are executed directly through Halqa Panchayats rather than contractors.
