Srinagar, Apr 02: The Jammu and Kashmir government on Thursday said the policy for the regularisation of Rehbar-e-Khel (ReK) teachers is already in place and is being implemented in a phased manner.

Replying to an Unstarred Assembly Question by MLA Reyaz Ahmad Khan, the Youth Services and Sports Department informed that the policy was notified vide Government Order No. 141-Edu (YSS) of 2017 dated October 27, 2017.

As per the policy, around 2,395 Rehbar-e-Khel teachers (Physical Education Instructors) working across Jammu and Kashmir are to be regularised after completion of seven years of satisfactory and continuous service, against available or newly created posts of Physical Education Teachers.

The government said the modalities for implementation of the regularisation process are presently under consideration.

Providing division-wise details, the government said that in Kashmir division, Ganderbal has 48 ReK teachers, Baramulla 228, Budgam 153, Kulgam 122, Pulwama 83, Srinagar 61, Bandipora 103, Anantnag 187, Shopian 61 and Kupwara 180—all engaged in 2019.

In Jammu division, Jammu district has 120 ReK teachers, Doda 180, Kishtwar 68, Udhampur 159, Samba 46, Poonch 145, Ramban 106, Rajouri 169, Reasi 62 (all engaged in 2019), while Kathua has 114 teachers engaged in 2020. The total number of Rehbar-e-Khel teachers stands at 2,395.

The government further informed that by February 2026, ReK teachers from 10 districts completed their seven-year tenure in accordance with the policy. It added that regularisation of all ReKs will be undertaken in a phased manner upon completion of the required service period, subject to availability of posts.

The reply also stated that these teachers have been working on an honorarium basis for over a decade and that regularisation will be carried out as per norms, including service continuity and eligibility conditions—(KNO)
