Lieutenant Governor Manoj Sinha’s announcement of a comprehensive, no-holds-barred crackdown on drug smuggling networks marks a watershed moment in Jammu and Kashmir’s battle against a scourge that has stolen countless young lives and shattered innumerable families. A new Standard Operating Procedure (SOP) has been put in place that goes far beyond routine enforcement. The era of leniency is over. This is a declaration of war against the menace. The measures announced are both sweeping and surgical. The revocation of passports, driving licenses, Aadhaar numbers, and arms licenses of drug smugglers attacks the smugglers’ mobility, identity, and legitimacy. The attachment of movable and immovable property under the NDPS Act strikes at the very profit motive that drives the trade. Freezing bank accounts and launching financial investigations dismantles the economic infrastructure of narcotics networks. The immediate issuance of Look Out Circulars for absconding criminals ensures that flight is not an escape. This is a coordinated, whole-of-government assault on every pillar of the drug ecosystem. The LG’s framing of cross-border smuggling as a deliberate strategy by hostile neighbours to “poison our communities and undermine our nation’s future” correctly identifies the national security dimension of the drug crisis. This is narco-terrorism. And it requires a response that matches the gravity of the threat. The 100-day intensive campaign transforms this effort from a government directive into a people’s movement. The six-phase approach—awareness, youth-focused events, community engagement, enforcement, rehabilitation, and evaluation—provides a structured, measurable framework. Involving panchayats, mohalla committees, chowkidars, lambardars, and ward surveillance committees ensures that vigilance reaches the grassroots. The administration has drawn the line. The smuggler now knows that the full force of the law awaits. The youth now know that the government stands with them. The families shattered by addiction now have reason to hope. This is how you fight a war. This is how you save a generation. The LG has sounded the charge. Now the entire machinery of the state must march in lockstep behind him.
