Govt begins exercise of framing rules for Private Universities Act

Srinagar, Apr 24: The Jammu and Kashmir Government has begun drafting rules for the implementation of The Jammu and Kashmir Private Universities Act, 2026.

Sources told news agency—Kashmir News Observer (KNO) that the Government has initiated the exercise of framing rules under the law.

Speaking to KNO, Minister for Education Sakina Masood Ittoo said she has directed that the Rules be framed at the earliest.

“Our government is keen that more and more private universities should be established in Jammu & Kashmir, given that we have a limited number of public universities here,” she said

The Jammu and Kashmir Private Universities Bill, 2026 was passed by the J&K Assembly during the recently concluded budget session. Both the treasury benches and the opposition hailed the legislation as a landmark move in the higher education sector of J&K.

Lieutenant Governor Manoj Sinha has also given his assent to the bill.

The law provides a framework for establishing private universities and regulating their functioning, management, and academic standards.

Under the law, the Government must constitute an Expert Committee headed by the Administrative Secretary of Higher Education to examine applications submitted by sponsoring bodies seeking to establish private universities.

The law further stipulates that a sponsoring body can set up a private university only if it has been registered for at least three years, has education as its primary objective, possesses sound finances, maintains clean credentials, and holds lawful possession of adequate land and facilities.
