The high-level review led by Union Home Minister Amit Shah marks a pivotal moment in India’s ongoing efforts to strengthen disaster preparedness and climate resilience. As climate change accelerates, the increasing frequency and intensity of floods, heat waves, and other natural calamities demand a proactive and coordinated response from the government and society at large. Shah’s emphasis on establishing Flood Crisis Management Teams (FCMTs) across all states underscores the importance of localised, rapid response mechanisms. These specialised teams can make the difference between chaos and coordinated action during emergencies. The push for an integrated flood forecasting system at both national and state levels reflects a recognition that early warning is critical to saving lives and reducing damage. The proposal to develop early warning infrastructure for high-risk lakes in vulnerable regions further demonstrates an understanding that localised, precise data can significantly enhance response effectiveness. The focus on compliance with existing disaster management guidelines reveals awareness that policy alone is insufficient without proper implementation. Conducting assessments of how well states follow directives related to forest fires, heat waves, and floods is essential to closing gaps and ensuring that disaster preparedness translates into real-world resilience. The emphasis on water conservation, including constructing check dams and utilising funds like CAMPA, aligns with the broader climate adaptation agenda. Water security is integral to mitigating the impacts of heat waves and ensuring sustainable development. The call for a comprehensive master plan adopting a “Whole of Government” and “Whole of Society” approach highlights the need for integrated efforts—combining policy, technology, community engagement, and environmental management. Improvements in weather forecasting, such as extending forecast lead times from 3 to 7 days, represent significant strides forward. However, the challenge remains in effectively disseminating these warnings to grassroots levels, ensuring that vulnerable populations are adequately informed and prepared. Under Prime Minister Narendra Modi’s leadership, these initiatives signal a resolute commitment to minimising casualties and building resilient communities. While the steps outlined are promising, their success hinges on meticulous implementation, interdepartmental coordination, and community involvement. With climate risks continuing to mount, India’s ability to integrate technology, policy, and grassroots action will determine its resilience in the face of future disasters.
