For decades, Punjab has served as a vital transit corridor for livestock transporters carrying essential supplies to Kashmir. Yet, the alleged unauthorised fee collection by contractor groups operating in connection with cattle fairs threatens to turn this passage into a nightmare of harassment and financial exploitation. Chief Minister Omar Abdullah has rightly flagged this issue, calling the action “unjustified” and warning of escalation if Punjab fails to act. It is a necessary defence of the economic interests of Jammu and Kashmir and the well-being of its consumers. Livestock movement is exempt from GST, and yet transporters are reportedly being compelled to make substantial payments per vehicle without any legal sanction. An internal committee constituted by the J&K Department of Food, Civil Supplies and Consumer Affairs has confirmed these findings. If true, this is not just a violation of trade norms but a direct assault on the livelihoods of transporters and traders who are simply passing through Punjab with valid permits and statutory documentation. The impact of this levy is not confined to the transporters. It trickles down to the common consumer. Any additional cost imposed on the movement of livestock inevitably pushes up meat prices, hitting the poorest households the hardest. In times of economic strain, such unauthorised charges are an unnecessary burden that the government cannot afford to ignore. What makes this matter particularly concerning is the timing. With the tendering process for cattle fairs in Punjab set to commence, traders fear the practice will continue under new contracts unless safeguards are put in place. The Chief Minister has also been pragmatic in setting out a clear escalation path — from writing to Mann, to approaching the North Zone State Council, and finally seeking the Centre’s intervention. This calibrated approach signals seriousness and leaves no room for Punjab to dismiss the matter as a minor dispute. If two neighbouring states cannot ensure the smooth movement of essential supplies without harassment, the spirit of cooperative federalism is reduced to a hollow phrase. CM Omar has drawn a line in the sand. Now it is for Punjab to respond — not with defensive denials, but with decisive action.
