Sajad Lone slams move to curtail ‘rightful’ quota, asks Speaker to review decision

Srinagar, Aug 12: A controversy has erupted over the question quota of MLAs in the upcoming autumn session of the Jammu & Kashmir Legislative Assembly, with Peoples Conference legislator Sajad Gani Lone charging the Speaker with restricting the rightful quota of legislators.

In a post on X, as per news agency—Kashmir News Observer (KNO), Lone cited the Rules of Procedure and Conduct of Business in the J&K Legislative Assembly and said that the move to reduce the number of questions sets a bad precedent and defeats the purpose of legislative oversight. He urged the Speaker to restore the quota in line with the rules.

“I urge Speaker Sahab, who is the custodian of the House, to kindly review his decision and restore the rightful question quota of members, in accordance with Rule 45,” Lone said.

Rule 45 provides that each member is entitled to 20 questions during a budget session-10 starred and 10 unstarred-and 10 questions during a non-budget session-five starred and five unstarred. However, as per the bulletin issued by the Assembly Secretariat, members have been asked to submit only eight questions in total-four starred and four unstarred. (KNO)
