SRINAGAR, AUGUST 31: Deputy Commissioner (DC) Srinagar, Akshay Labroo, on Monday visited the Institute of Mental Health and Neurosciences(IMHANS) to review the preparedness for implementation of the Phase-I rollout/Pilot of the Rehabilitation & Socio-Economic Reintegration Scheme for Drug Abuse Victims, 2026.
The pilot programme is being coordinated by the Social Welfare Department aimed at testing the rehabilitation model on the ground, identify operational gaps, refine the Standard Operating Procedures (SOPs) and generate necessary learnings for its subsequent expansion across Jammu and Kashmir.
During the visit, the Deputy Commissioner, as per an official statement, took detailed stock of the arrangements for implementation of the pilot phase in Srinagar District and reviewed the availability of rehabilitation services, coordination mechanisms among the concerned Departments and institutions and other necessary arrangements to ensure effective implementation of the programme and its successful execution in the District.
The DC emphasised the need for a holistic, coordinated and outcome-oriented approach towards rehabilitation of drug abuse victims, with focused attention on their recovery, rehabilitation and socio-economic reintegration into mainstream society. He stressed that all concerned Departments and Institutions must work in close coordination to ensure seamless delivery of services to beneficiaries. He also underscored the importance of registration of the affected persons of the drug abuse, proper documentation of field experiences, identification of implementation challenges and timely corrective measures so that the learnings from the pilot can contribute towards strengthening the programme before its wider rollout.
The DC further called for effective monitoring and regular assessment of the rehabilitation interventions to ensure that the intended objectives of the scheme are achieved and beneficiaries receive sustained support throughout the rehabilitation and reintegration process.
The visit was a part of the Government initiative and the District Administration’s ongoing efforts to ensure effective preparedness and coordinated implementation of initiatives aimed at addressing drug abuse and strengthening rehabilitation and reintegration services in the District.
The Deputy Commissioner was accompanied by the Additional Deputy Commissioner, Aadil Fareed, IAS Probationer, Aakash Garg, Tehsildar South, Sajad Rasool Shah, Prof (Dr ) Arshid Hussain Head of Department , Dr Ajaz, Medical Superintendent SMHS Hospital, Dr Andleeb, In-charge Drug De-Addiction Centre, SMHS Hospital, Dr. Yasir Hassan Rather and other concerned Officers and Officials.
