Probity For Prosperity

Every year, for one week, the government asks its officers to stand up and repeat a pledge against corruption. It is easy to dismiss such ceremonies as ritual. A pledge read aloud does not by itself clean up a system. But it would be equally wrong to say such weeks mean nothing. They are a reminder — to the officer, to the citizen, and to the government itself — that corruption is not an abstract word. It is a daily experience for ordinary people. The theme this year, “Probity for Prosperity”, puts the argument simply. A country cannot prosper if its people must pay a bribe to get a certificate, a hospital bed, a school admission, or a payment that is already theirs by right. Corruption does not only steal money. It steals time, dignity and trust. It punishes the honest citizen and rewards the dishonest official. And its highest cost falls on the poor, who cannot afford to pay extra and cannot afford to wait. Vigilance, however, cannot be the work of one week or one department. A vigilance officer can catch a case here and there, but a culture of integrity is built through small things done consistently — clear rules, transparent processes, timely decisions, and consequences for those who break the law, regardless of their position. It is built when a citizen’s complaint is heard without a bribe, and when a file moves because it must, not because someone was paid. Public servants also deserve support. Most officers and officials do their work honestly, often under difficult conditions, and they should not be made to feel that they are all suspects. A good system trusts its honest employees and isolates the dishonest ones. The pledge taken this week should not end with the ceremony. It must be renewed every day — in the way a file is handled, a tender is awarded, a grievance is resolved. Probity is not a slogan for a week. It is the daily habit on which prosperity is built.
