The comprehensive review of the Nasha Mukt Bharat Abhiyan in Jammu and Kashmir marks a critical step in the war against substance abuse, a war that threatens to derail an entire generation. The administration’s strategic, multi-departmental approach, backed by concrete data and clear directives, demonstrates a commendable understanding that this complex social evil cannot be fought with isolated efforts alone. The sheer scale of outreach, with over 1 crore citizens engaged, including a significant focus on women and youth, is a testament to the campaign’s extensive groundwork. However, the most significant development is the strategic pivot from awareness to sustainable rehabilitation. The directive to form a dedicated Rehabilitation Task Force and train 4,000 counsellors to ensure every panchayat and educational institution has access to professional support addresses the most critical gap in addiction care: post-treatment relapse prevention. This shift acknowledges that awareness alone is insufficient without a robust support system for recovery and reintegration. The plan to train master trainers at IMHANS and decentralise this expertise across districts is particularly praiseworthy. It creates a sustainable, locally-accessible mental health infrastructure that will serve communities long after the current campaign concludes. The mandate for all departments to synchronise their efforts on a single portal brings much-needed accountability and prevents duplication, ensuring resources are utilised optimally. The focus on vocational training and sustainable livelihoods recognises that addiction often thrives in environments of hopelessness and economic despair. By linking de-addiction with skill development, the administration is treating the cause, not just the symptom. This holistic, compassionate, and systematic approach sets a national benchmark for tackling substance abuse. It reflects a government that is not merely enforcing laws but is actively building a caring ecosystem to rescue its citizens from the grip of addiction. For the sake of Jammu and Kashmir’s future, this momentum must be sustained until every individual trapped in addiction is given a genuine path to recovery and dignity.
