BUDGAM, NOVEMBER 22: Deputy Commissioner (DC) Budgam, Dr. Bilal Mohi-Ud-Din Bhat Saturday chaired the District Level Aadhaar Monitoring Committee (DLAMC) meeting and reviewed the district’s overall Aadhaar performance, including saturation across age groups, functionality of enrolment centres, Mandatory Biometric Updates (MBUs), and verification pendency on the State Aadhaar Portal.

As per the status presented during the meeting, the DC directed all departments to prepare a comprehensive action plan to cover the left-out population from projected population figures for 2024–25. He emphasised ensuring 100% Aadhaar enrolment and updation across all categories.

He instructed PO ICDS to ensure full Aadhaar coverage of children aged 0–5 years, including newborns, and to fully operationalise CELC tablets to expedite enrolment at Anganwadi Centres.

The DC directed CMO Budgam to conduct regular inspections in hospitals for on-the-spot Aadhaar enrolment and timely issuance of Birth Certificates through CRS.

Reviewing the status of operational stations, the DC directed all departments to immediately make all Aadhaar Enrolment Stations fully functional and identify additional high-footfall government premises for opening new centres or holding special mega camps.

The DC instructed CEO Budgam to hold mega Aadhaar enrolment and updation camps in all Higher Secondary Schools, High Schools and Colleges. He also directed the CEO to ensure completion of Mandatory Biometric Updates (MBUs) at 5 and 15 years of age, in line with UIDAI guidelines.

The chair was informed that the district has an MBU pendency of 24,489 cases. To address the pendency, the DC directed the School Education Department to launch awareness drives, mobilise students through class teachers, and ensure matching of school records with Aadhaar details including name, date of birth, mobile number and email, which are essential for board exams, scholarships and competitive examinations.

The DC directed all SDMs to monitor school and college drives and ensure 100% Aadhaar coverage in their respective jurisdictions. He instructed BDOs in rural areas and EOs in urban areas to conduct block-level and municipal-level mass enrolment camps, ensuring that Date of Birth certificates are issued on the spot to facilitate enrolment.

Reviewing the portal details, the DC noted that all 18+ new enrolment applications must be verified and disposed of within 30 days.

 For 100+ ANH verification, the DC stressed that service assignment must be completed at district and tehsil levels. He called for immediate verification of all pending cases as per field reports and directed that training be organised for district and sub-district officials for efficient portal handling.

The DC instructed departments to encourage residents to update their Proof of Identity (POI) and Proof of Address (POA) at the nearest enrolment centre as most of the residents have not updated their Aadhaar for over 10 years. He instructed to conduct awareness programs on Aadhaar updation across villages, towns and schools, and promote the mAadhaar mobile app for easy access and verification.

During the meeting, the DC reiterated the importance of achieving complete Aadhaar saturation across all age groups, operationalising all Aadhaar centres, clearing the MBU pendency, ensuring timely verification on the State Aadhaar Portal for both 18+ and 100+ categories, running awareness campaigns in schools, Anganwadi centres and public spaces, and ensuring accurate demographic data for all school-going children.

The DC stressed the need for inter-departmental coordination, stringent monitoring and a time-bound strategy to achieve complete Aadhaar saturation in Budgam. He highlighted that updated Aadhaar information is essential for access to government schemes, welfare benefits, scholarships, pensions and other essential public services.

The meeting was attended by ADC Budgam, PO ICDS, CPO Budgam, ACD, all SDMs, all Tehsildars, all Executive Officers, BDOs and representatives of UIDAI.
