Srinagar, Oct 23: Jammu and Kashmir Education Minister Sakina Itoo has directed the School Education Department (SED) to move a proposal for creation of staff for 184 hanging schools for the concurrence of the Finance Department.

The minister in a meeting with top officers was apprised that there are 184 Hanging Schools upgraded from time to time without creation of staff and are functioning through internal arrangement.

In this regard, director planning and director finance for SED were directed that the department shall move a proposal for creation of staff for these hanging schools for the concurrence of the Finance Department, J&K.

The minister issued directions to all the officers for immediate disposal of files and warned for unnecessary delay in processing files of urgent nature. Secretary, School Education Department, J&K was asked to seek the suggestions of both the Directors for framing of transfer policy for RETS and other inter district interdivisional transfers.

About the timely execution of civil works, Itoo while reviewing the progress of civil works, directed Project Director Samagra Shiksha, DSEJ, DSEK and Chief Engineers were directed that a mechanism for physical monitoring should be introduced at district level.

“The services of 82 Engineers engaged under Samagra Shiksha be utilized for monitoring of Civil works at individual level. Chief Education Officer concerned and SE, XEN from PW(R&B) Department shall jointly review the progress on monthly basis,” Minister Itoo directed.

The minister further directed for preparation of DPRs of new works. In the meeting, Itoo directed that the DPRS of the new works approved under PAB approvals 2025-26 be prepared immediately and handed over to PW(R&B) Department by Samagra Shiksha, J&K for initiation of tendering process and allotment.

In the meeting, the issue of non-utilization of funds released to CEOs for procurement and meeting of other exigencies of urgent nature was viewed very seriously by the minister Itoo.

The minister accordingly directed that the funds available with the CEOs and ZEOs be utilized immediately after following proper procedure and action will be taken for unnecessary parking of funds by the concerned—(KNO)
