Each MLA can submit 20 questions, 4 resolutions, two bills

Srinagar, Jan 03: Each MLA can submit twenty questions, four resolutions, and two bills for the upcoming Budget Session of the Jammu and Kashmir Assembly beginning February 02, 2026.

As per a bulletin issued by the Legislative Assembly Secretariat, a copy of which is in possession of news agency—Kashmir News Observer (KNO), each MLA may send notices of not more than ten starred and ten unstarred questions by or before January 12, 2026.

They may also submit notices of not more than two bills by or before January 15, 2026, the bulletin states.

According to the bulletin, MLAs can further give notices of not more than four resolutions by or before January 17, 2026.

Sources told news agency-Kashmir News Observer (KNO) that the Assembly Secretariat may also issue a directive prohibiting advance publicity of questions, bills, and resolutions submitted by MLAs, as the Rules of Procedure and Conduct of Business in the J&K Assembly prohibit it.

“The bills, questions, and resolutions are the property of the House and cannot be disclosed before being brought in the House. Such unwarranted publicity violates parliamentary practices and conventions. The premature disclosure of business breaches parliamentary privilege and goes against established rules,” sources said.
