DLSA Srinagar, Budgam inspect Central Jail to strengthen legal aid mechanisms

SRINAGAR, JANUARY 09: District Legal Services Authority, Srinagar and Budgam, Friday conducted an inspection of Central Jail, Srinagar as part of the ongoing efforts to ensure effective implementation of legal aid mechanisms.

The objective of the inspection, as per an official statement, was safeguarding the legal and constitutional rights of prisoners, particularly undertrial inmates.

During the visit, the Secretary DLSA along with officials of both the districts inspected various sections of the jail with special emphasis on women jail inmates and foreigners jail inmates and reviewed the functioning of the Prison Legal Aid Clinic.

Emphasis was laid on ensuring unhindered access to legal aid for inmates, timely production of undertrials before courts, and identification of prisoners eligible for legal assistance, remission, parole, furlough, or premature release under the applicable rules and policies.

Secretary DLSA, interacted with jail authorities and legal aid functionaries to assess the effectiveness of the legal services being provided within the prison premises.

The inspection also involved a thorough review of statutory and logistical arrangements, including maintenance of prisoner’s records, coordination with courts, availability of legal aid counsel, and the role of Para Legal Volunteers in facilitating communication between inmates and legal institutions.

The Secretary DLSA, stressed the need for strict adherence to the Model Prison Inspection Format and reiterated that any systemic or procedural gaps affecting prisoner’s rights must be promptly addressed.

Jail authorities were directed to ensure that complete and updated data of eligible convicts and undertrial prisoners, is maintained in the prescribed format to facilitate effective verification and timely legal intervention.

The visit reaffirmed the commitment of the District Legal Services Authority to uphold access to justice for all prisoners and to strengthen institutional mechanisms within correctional facilities.

The inspection concluded with an assurance of continued coordination between the jail administration and the District Legal Services Authority to ensure compliance with legal mandates and protection of prisoner’s rights in letter and spirit.
