However, the real challenge lies not in issuing directions but in ensuring their effective implementation on the ground. The Himalayan region is one of the most ecologically fragile and climate-vulnerable areas in the world. Changing weather patterns, rising temperatures, and rapid glacier melt are increasing the risks associated with unstable glacial lakes and snow avalanches. For Jammu and Kashmir, where several high-altitude areas remain vulnerable to\u00a0such\u00a0hazards, the threat is a recurring reality. The MHA&#8217;s call for a shift from a response-based approach to one centred on advance risk assessment, preventive mitigation, and community-level preparedness is the most important takeaway from the review meeting. For too long, disaster management has been reactive\u2014waiting for an event to occur before mobilising resources. This approach is no longer sustainable in a region where extreme weather events are becoming more frequent and intense. The directions to plug gaps in early-warning systems, improve last-mile alert dissemination, and ensure that warnings generated by scientific agencies reach district administrations and communities without delay are critical. An early warning is useless if it does not translate into timely action. Equally important is the need to review existing disaster management and evacuation plans, identify shortcomings, and take corrective measures before extreme events occur. The expedited implementation of GLOF mitigation projects sanctioned by the Centre in 2024 must also be prioritised. Delays in such projects could prove costly, not just in financial terms but in lives lost. The MHA has done its part by issuing clear directions. Now it is up to the state administrations to translate these directives into concrete action. The Himalayan region cannot afford complacency. The time to prepare is not after the next disaster\u2014it is now. Any delay is a gamble with lives and livelihoods.
