For too long, accessing government services in Jammu and Kashmir has meant navigating a maze of portals, standing in queues, making multiple visits to offices, and often relying on intermediaries. This is especially burdensome for people in rural and remote areas, for the elderly, and for those with limited digital literacy. The promise of governance has too often been undermined by the friction of accessing it. The proposed AI-powered conversational messaging platform changes that equation. By integrating services such as income, domicile, caste and EWS certificates, land records, driving licence renewals, birth and death certificates, social welfare schemes and bill payments into a single, familiar interface, the government is meeting citizens where they already are. No new app to download. No complex portal to navigate. Just a WhatsApp message. Equally commendable is the thought that has gone into the design. Multilingual support in Urdu, Hindi and English. One-time registration and Single Sign-On. OCR-based document processing. Integration with the Family ID system. Automated grievance escalation. These features are the building blocks of a genuinely citizen-centric system. Technology alone does not transform governance. It must be accompanied by institutional readiness, clear accountability and a willingness to learn from feedback. The selection of JK SAMADHAN 2.0 as the first service for integration is a sensible starting point. Grievance redressal is where trust is built or broken. If citizens see their complaints being resolved faster and more transparently, they will embrace the platform. The ultimate test of this initiative will not be in its technical sophistication but in its impact on ordinary lives. If a farmer in Kupwara can get a land record without travelling to the district headquarters, if a student in Rajouri can apply for a scholarship from her phone, if an elderly man in Srinagar can pay his water bill without leaving home, then this will be a genuine revolution. The government deserves credit for thinking boldly. Now it must deliver.<\/p>\n","protected":false},"excerpt":{"rendered":"
The Jammu and Kashmir government’s plan to deliver 100 high-footfall public services through WhatsApp is a fundamental reimagining of the relationship between the citizen and the state.
