BANDIPORA, OCTOBER 10: Deputy Commissioner (DC) Bandipora, Indu Kanwal Chib, on Saturday inaugurated the second Waqar Knowledge and Youth Empowerment Centre at Arin, established by the District Administration Bandipora with the support of the Indian Army to promote education, career guidance and youth empowerment.

The inaugural ceremony, as per an official statement, was attended by guest of honour Irfan Ahmad Lone, who qualified the UPSC Civil Services Examination 2025 with All India Rank 957, besides senior officers of the district administration and the Indian Army, students, youth and a large number of local residents.

Addressing the gathering, Irfan Ahmad Lone, a specially abled resident of Mirpora, Naidkhai, Sonawari, shared his journey of overcoming challenges while pursuing his academic and professional goals. An alumnus of Hindu College, University of Delhi, and Jawaharlal Nehru University (JNU), he encouraged youth to remain determined, work hard and smart, and never lose hope despite failures and adversities.

Appreciating the District Administration Bandipora for establishing such platforms, he said the centres could play a vital role in guiding young people towards education, employment and other constructive opportunities.

Speaking on the occasion, the Deputy Commissioner said that Irfan Ahmad Lone’s achievements and determination were an inspiration for all, demonstrating how consistency and perseverance could help overcome challenges and achieve goals despite adverse circumstances.

The Deputy Commissioner formally dedicated the centre to the people of Arin and thanked the Indian Army for its valuable support in establishing the facility. She urged local residents to take ownership of the centre and ensure its proper maintenance and effective functioning for the benefit of the community.

In view of the forthcoming academic examinations, the Deputy Commissioner also wished students success and advised them to overcome examination-related anxiety, remain confident and focus on their preparation.

The centre houses a reading library and an information desk providing guidance on government schemes, education, employment and skill development opportunities. It will also offer facilities for indoor games, including chess and word puzzles, besides sports equipment to encourage recreational activities, promote positive engagement and provide youth with a constructive environment. The initiative also aims to strengthen community resilience against substance abuse and addiction.

On the occasion, local residents appreciated the District Administration Bandipora and the Indian Army for the initiative, expressing hope that the centre would create greater opportunities for the youth of Arin and adjoining areas.
