Critical Care, Critical Gaps

Critical Care, Critical Gaps

The Intensive Care Unit is the last line of defence in a hospital. When a patient is critical — after a road accident, a heart attack, a stroke or a complicated delivery — everything depends on whether that patient can be put on a ventilator in time, whether there is a trained intensivist on duty, and whether the monitors and oxygen supply are working. In a good ICU, lives are saved. In a poor one, they are lost. So, the Jammu and Kashmir Government’s decision to set up a high-level committee, following Supreme Court directions, to strengthen ICU services across the Union Territory is a welcome and serious step. What is notable is that the committee has not been asked to merely report. It has been asked to prepare a consolidated, institution-wise action plan within fifteen days — identifying gaps, remedies, funding and timelines. The scope is sensible. The committee will assess Level-I, Level-II and Level-III ICUs, look at shortages of specialists, nurses and equipment, examine infection control and patient safety, and study the condition of ICUs in remote and hilly areas, where the real burden lies. Tele-ICU, referral linkages and real-time information on ICU bed availability are practical ideas, because many deaths happen not because a bed exists somewhere, but because no one knows where it is. The inclusion of private hospitals and the search for CSR and NGO funding show a realistic approach. Public money is limited. Partnerships can help. But everything depends on follow-through. Reports are easy to write; beds, ventilators and trained staff are harder to deliver. The government must publish progress, not just plans. Still, the direction is right. An ICU is not a luxury. It is the difference between a family that waits anxiously outside a ward and one that is told to take the body home. This committee, if it works honestly, can make that difference.
