Jammu, Dec 18: Stressing on the need for coordinated and decisive action against terrorists, their enablers and ideologues, Lieutenant Governor Manoj Sinha, on Thursday directed the security top brass to completely dismantle the terror ecosystem and eliminate safe havens.

Chairing UT level security conference here on the theme “Viksit Bharat: Security Dimensions, LG Sinha, according to the news agency—Kashmir News Observer (KNO), said that under the guidance of PM Modi and Home Minister Amit Shah the UT level security conference will serve as the hub for deliberation and collaboration to develop a whole of government approach to counter terrorism in all its form.

He also observed that during DGPs/IGPs conference in Raipur this year, threadbare discussions were held on the theme ‘Viksit Bharat: Security Dimensions’, which reflects GoI’s commitment to transform our policing institutions to meet the demands of a rapidly changing world.

Addressing senior officers of the civil administration, J&K Police, Army, Central Armed Police Forces (CAPFs) and intelligence agencies, the Lieutenant Governor said, “The real security gains achieved since 2019 must be defended at all costs. Every single terrorist and their supporter operating in the Valley, forests, hills or villages must be neutralised.”

He reiterated that there would be zero tolerance for terrorism and its support structures. “Over the past six years, the Union Territory has witnessed a significant strengthening of the security grid, resulting in a marked decline in terrorist violence, the number of active terrorists and local recruitment. The collaborative efforts of the J&K Police, Army, intelligence agencies and CAPFs have yielded tangible results on the ground,” he added.

The Lieutenant Governor stressed that armed terrorists, their supporters, overground workers (OGWs) and elements intimidating common citizens must be treated equally. “Those indulging in or facilitating terror activities must be made to pay a very heavy price for their actions,” he said.

Highlighting the evolving nature of security challenges, the Lieutenant Governor observed that the landscape of threats has undergone a profound change in recent years.

He called for a shift from reactive to proactive security strategies, with greater emphasis on intelligence-led operations and the use of advanced technologies, including Artificial Intelligence, to counter terrorism, terror financing, radicalisation and narco-terrorism.

The conference reviewed the overall security scenario, assessed emerging threats and discussed measures to further strengthen inter-agency coordination, border management and public safety.

The Lieutenant Governor said that ensuring peace and security is a prerequisite for development and reaffirmed the administration’s commitment to safeguarding the lives, livelihoods and aspirations of the people of Jammu and Kashmir. (KNO)
