Srinagar, Jan 28: The Jammu and Kashmir administration has constituted district level monitoring committees in all districts of the Union Territory to ensure implementation, conduct inspections, and receive complaints concerning mental health protection and prevention of suicides by students across educational institutions.

As per an order issued by the government, each district level monitoring committee shall include Deputy Commissioner (Chairperson), Chief Education Officer, Chief Medical Officer, District Social Welfare Officer and a representative from civil society (nominated by the Deputy Commissioner)

The Committees are tasked with: monitoring implementation of Supreme Court directions on student mental health and suicide prevention; Conducting periodic inspections of educational institutions; Receiving and examining complaints related to mental health protection and student suicide issues and addressing systemic challenges affecting the emotional well-being of students.

This order follows directions from the Supreme Court of India.

Pertinently, the Apex Court’s judgment in Sukdeb Saha vs. The State of Andhra Pradesh (SLP(Crl) No. 6378/2024) laid down nationwide, binding guidelines aimed at protecting student mental health and preventing suicides across all educational settings. These directions are treated as law declared by the Supreme Court and remain in force until proper legislation is enacted—(KNO)
