SRINAGAR, MAY 14: Additional Chief Secretary (ACS), Estates Department, Shaleen Kabra, Thursday conducted a detailed inspection of the newly constructed Estates Housing Colony at Sempora.

He reviewed the quality of construction, availability of essential services and overall living conditions for the employees.

During his interaction, as per an official statement, with the move employees residing in the colony, the ACS had feedback on accommodation, mess facilities, transport and sanitation. He emphasized that employee welfare remains a top priority and called for coordinated efforts by all the line departments to ensure seamless provision of services.

Shaleen Kabra directed the Estates Department and concerned agencies to address minor deficiencies on priority. He instructed the PHE and PDD to ensure uninterrupted water and power supply, with dedicated helplines for quick grievance redressal.

The ACS asked  the department  for running of  dispensary within the colony 24°7 and directed the R&B Department to complete the remaining landscaping and internal road works within 15 days. Stressing inter-departmental synergy, he called for a nodal officer to be designated for real-time coordination between Estates, JKTDC, JKRTC, and District Administration.

Shaleen Kabra was accompanied by Director Estates Kashmir Mohd Ashraf Hakak, Deputy Director Kashmir, Assistant Director, and senior engineers from PHE, PDD, R&B, and UEED. The team made a comprehensive round of the colony, inspecting the flat interiors, common areas, parking, drainage and the mess facility. He appreciated the efforts of field staff in making the colony functional ahead of the Darbar Move.

The flats at Sempora had remained under construction for more than a decade due to funding and logistical constraints. They were completed after substantial funds were provided in recent years. The colony has now proved highly useful in accommodating the officers and officials during the Darbar Move period, reducing pressure on private arrangements.

The mess facility is being managed by Jammu and Kashmir Tourism Development Corporation to provide quality meals to the residents. Besides, the Jammu and Kashmir Road Transport Corporation has deployed a dedicated fleet of vehicles for daily movement of the employees. The District Administration Srinagar is extending necessary support in security, sanitation and allied services.

Pertinently, the flats had been inaugurated by the Chief Minister on 1st May, 2026.
