Assembly Privilege Panel examines cases against two officers

Srinagar, Jul 08: Two alleged breach of privilege cases involving the Sub-Divisional Magistrate (SDM), Chadoora, Budgam and Abdul Majeed Rather, the then Assistant Commissioner Development (ACD), Ganderbal, now Deputy Secretary, J&K BOPEE, were examined by the Committee on Privileges of the Jammu and Kashmir Legislative Assembly at a meeting chaired by Justice (Retd.) Hasnain Masoodi on Tuesday.

Both officers were summoned and heard separately.

In the case relating to the former ACD, per the news agency—Kashmir News Observer (KNO), it was stated that the dispute had arisen over the preparation of the MGNREGA works list, in which certain works recommended by an MLA could not be included.

A serious view was taken of the allegation that the officer had not responded to the telephone calls of the legislator. It was observed that Members of the Legislative Assembly, being elected representatives of the people, are entitled to due courtesy and prompt responsiveness from public officials.

The officer expressed regret for any inadvertent lapse and additional time was granted for submission of a supplementary written reply.

In the case concerning the SDM, Chadoora, displeasure was expressed over the conduct attributed to the officer.

It was observed that “Government instructions requiring due courtesy and respect towards Members of the Legislative Assembly must be adhered to,” and that any deviation reflected adversely on the functioning of the Executive.

One final opportunity was granted to the officer to submit a supplementary written reply before the matter is considered at the next meeting of the Committee. (KNO)
