DDC Doda reviews progress of District Capex Works

DODA, AUGUST 04: District Development Commissioner (DDC) Doda Krishan Lal Tuesday chaired a review meeting in the Conference Hall DC Office Complex to assess the progress of works being executed under the District Capex Budget and other developmental sectors.

The meeting was attended by Chief Planning Officer Manesh Kumar, Superintending Engineers of PWD (R&B), JPDCL and Jal Shakti, Assistant Commissioner Development, Chief Medical Officer, Executive Engineer Mechanical Wing, Executive Officers of Municipal Council Doda, Executive Officer Municipal Committee Bhaderwah and Thathri, Executive Engineers of PWD (R&B), JPDCL and Jal Shakti, AEE Electrical Wing, representatives of JAKEDA, besides other district and sectoral officers.

A detailed PowerPoint presentation was delivered by the Chief Planning Officer, highlighting the physical and financial progress of District Capex works, including new, ongoing, completed, allotted and tendered projects.

Taking sector-wise review, the DDC assessed the progress of works being executed by the Rural Development Department (RDD), PWD (R&B), Jal Shakti (PHE), Irrigation & Flood Control (I&FC), JPDCL, including those funded under the Constituency Development Fund (CDF) Scheme. The review focused on the status of ongoing and new works, expenditure, fund utilisation and implementation progress.

He instructed all departments to secure Administrative Approval for pending works within two days and ensure full expenditure on all physically completed, ongoing works by August 10, 2026. He set the target of achieving 50% expenditure on the new works by the end of the second quarter of the financial year (October 2026).

Emphasising financial discipline, the DDC instructed the executing agencies to ensure at least 80 % expenditure on each work to facilitate the release of subsequent installments. He further directed that expenditure during the last quarter of the financial year (January–March 2027) shall not exceed 25 percent of the Budget Estimates for 2026–27.

The DDC stressed that before recommending any work for inclusion in the Annual Action Plan and uploading it on the BEAMS Portal, departments must thoroughly verify the title, land availability, feasibility, geo-location, scope and nomenclature of each project. No corrigendum would be entertained after uploading, except under extraordinary force majeure situations such as floods, earthquakes or other natural calamities.

Reviewing the Constituency Development Fund (CDF) Scheme, the DDC directed all departments to complete CDF works strictly in accordance with the circular instructions issued by the district administration.
