District NCORD Committee reviews drug control measures in Kishtwar

KISHTWAR, AUGUST 31: Deputy Commissioner Kishtwar Pankaj Kumar Sharma Monday chaired a meeting of the District-Level Narco Coordination Centre (NCORD) to review the preventive, rehabilitative and enforcement measures being undertaken by the stakeholder departments to curb drug abuse and illicit trafficking in the district.

At the outset, District Social Welfare Officer Tariq Parveaz Qazi presented the Action Taken Report (ATR) on the decisions taken in the previous NCORD meeting.

The Deputy Commissioner directed the district heads of line departments to ensure the active participation of designated resource persons and officials in the IEC campaign under the ongoing Nasha Mukt Bharat Abhiyan every Monday. He cautioned that any negligence or non-compliance in this regard would be viewed seriously.

It was informed in the meeting that wild cannabis has been destroyed spread over 8 kanal and 15 marla to date. The Excise and Taxation Department was asked to continue and intensify enforcement measures against the illicit cultivation and destruction of all banned crops in accordance with the prescribed legal provisions and Standard Operating Procedures (SOPs).

The Deputy Commissioner instructed the ADC to convene regular meetings with courier service operators and postal service providers operating to ensure reporting of bogus parcels and suspicious packages, proper maintenance of records and prevention of the transportation of unauthorised Schedule H drug consignments.

The Drugs Control Officer informed that 92 percent computer billing and 95.69 percent CCTV installation have been completed in medical shops across the district.

The School Education Department was asked to ensure that all remaining educational institutions are declared Tobacco-Free Educational Institutions in strict compliance with the TOFEI guidelines.

The Sub-Divisional Magistrates and Tehsildars were exhorted to expedite the declaration of pending Panchayats as “Nasha Mukt” in accordance with the prescribed Standard Operating Procedure (SOPs), ensuring due verification and active community participation.

The CMO informed the meeting that drug test kits have been distributed among all departments to conduct tests of employees.  The DC directed the departments to effectively use the test kits on suspects and submit results and outcomes of the tests to his office on a timely basis.

All the Drawing and Disbursing Officers (DDOs) were directed to furnish Drug-Free Office Certificates after obtaining duly certified self-declaration forms from all government employees.

The meeting was attended by ADC Pawan Kotwal; PO ICDS Rishi Kumar Sharma; ASP Pardeep Singh; ACR Idrees Lone; ACP/ACD Neeraj Sharma; SDM Dr. Amit Kumar; all other SDMs (virtually);  officers from the concerned departments and representatives from GDCs.
