KISHTWAR, SEPTEMBER 28: The Department of Rural Development and Panchayati Raj Kishtwar Monday organised a one-day District-Level Capacity Building and Awareness Workshop on the Viksit Bharat–Guarantee for Rozgar and Ajeevika Mission (Gramin) [VB-G RAM-G] in the Conference Hall of the New DDC Building.
The workshop was inaugurated by District Development Commissioner (DPC VB-G RAM-G) Pankaj Kumar Sharma.
The programme, as per an official statement, focused primarily on the Viksit Gram Panchayat Plan (VGPP) framework, convergence, operational guidelines, implementation procedures and digital workflows under VB-G RAM-G.
At the outset, Assistant Commissioner Development (ADPC, VB-G RAM-G) Manoj Kumar welcomed the Deputy Commissioner and government functionaries, including the participating officials and highlighted the objectives and significance of the workshop.
He briefed the participants that the Viksit Gram Panchayat Plan (VGPP) process is scheduled to commence from Oct 2, 2026 with a five-year perspective plan based on saturation, evidence-based assessment and scientific planning. “The planning process shall be undertaken through the Yuktdhara portal,” he added.
Addressing the participants, the Deputy Commissioner highlighted the broader vision of VB-G RAM-G towards strengthening rural development and transforming rural areas in line with the national development goals. He informed that the scheme provides for 04 Master Work Categories, 30 Sub-Categories and 375 permissible works, providing a comprehensive framework for need-based and outcome-oriented rural development planning.
The DC further emphasised that the planning exercise under VGPP will be undertaken through Yuktdhara, with greater focus on scientific and evidence-based planning.
The designated Resource Persons subsequently conducted detailed technical and thematic sessions on various aspects of VB-G RAM-G.
The sessions covered the VB-G RAM-G Act, vision and key provisions; VGPP framework and SOP; end-to-end operational guidelines; convergence and permissible works; technical planning and execution; Yuktdhara, SECURE and e-MB 2.0; MIS, NMMS, e-KYC, FTO and wage-payment workflow; transparency, social audit, records and grievance redressal, besides other field-level implementation issues.
The Resource Persons also responded to queries raised by the participating field functionaries and provided practical guidance for effective implementation of the Scheme at Panchayat and Block levels.
The workshop served as an important platform for sensitising the field functionaries and developing a common understanding of the planning, implementation, convergence and digital workflow mechanisms under the new VB-G RAM-G framework, particularly in preparation for the commencement of the VGPP exercise across the district.
The workshop was attended by ACP Neeraj Sharma, BDO Ravi Kumar, BDO Drabshalla Sandesh Kumar, BDO Nagseni Subhash Thakur, BDO Mughal Maidan, BDO Inderwal, BDO Thakraie, Executive Engineer, REW Kishtwar, Kewal Singh, Assistant Director RDD (P), Kishtwar, Mohd Ashraf Wani, Assistant Executive Engineers (AEEs), Assistant Engineers (AEs), Junior Engineers/Technical Assistants (JEs/TAs), Panchayat Secretaries, Programme Officers (POs), MIS Operators, Gram Rozgar Sahayaks (GRSs) and other concerned field functionaries associated with the implementation of VB-G RAM-G.
