Committee on Subordinate Legislation reviews Health Dept service rules

Srinagar, Jul 06: The Committee on Subordinate Legislation of the Jammu and Kashmir Legislative Assembly on Monday held a meeting to examine and scrutinize the subordinate legislation pertaining to the Health and Medical Education Department, with focus on the service rules governing its employees.

The meeting was chaired by Muzaffar Iqbal Khan while the legislators Hilal Akbar Lone, Peerzada Feroze Ahamad, Khursheed Ahmad Sheikh and Aga Syed Muntazir Mehdi attended the meeting as its members.

The Committee, while reviewing the status of various service rules, observed with concern that several of these rules have remained pending for a prolonged period either with the Administrative Reforms, Inspections and Trainings (ARI & Trainings) Department or the concerned department. It noted that such inordinate delays have adversely affected the service rights and legitimate interests of the employees.

The Committee decided to call the concerned administrative heads to its next meeting to explain the reasons for the delay and facilitate early resolution of the pending issues.

Chairman of the Committee emphasized that the Committee has a vital role in scrutinizing the subordinate legislation and ensuring that statutory rules are framed, finalized and implemented in a timely manner.

He stressed that unnecessary delays in finalization of service rules should be avoided, as they directly impact the rights, career progression and service conditions of employees.

The Chairman expressed hope that the concerned departments would take prompt and coordinated action to resolve the pending issues in the larger interest of administrative efficiency and employee welfare.
