PULWAMA, OCTOBER 13: Deputy Commissioner (DC) Pulwama, Kuldeep Krishan Sidha, Tuesday chaired a preparatory meeting of concerned officers to discuss and finalize arrangements for the upcoming winter season and ensure timely preparedness across all departments.

The DC, as per an official statement, called for immediate formulation and submission of comprehensive Departmental Action Plans, emphasizing close interdepartmental coordination and a proactive approach to effectively address winter-related challenges. He directed officers to ensure timely execution of mitigation measures and preparedness plans, with focus on prompt response mechanisms to prevent inconvenience to the general public.

The meeting discussed prioritization of roads for snow clearance, uninterrupted power supply, timely replacement of damaged Distribution Transformers (DTs), and adequate decentralized buffer stocking of essential materials and equipment at vulnerable locations. The DC stressed that adequate manpower, machinery and resources should remain readily available for swift response during snow and other weather-related emergencies.

Comprehensive arrangements for uninterrupted water supply, healthcare facilities, firefighting services, relief and rescue operations and snow clearance were also reviewed. The DC directed departments to ensure availability of safety gear for frontline staff, adherence to duty rosters, improved ambulance services, particularly for expectant mothers and terminally ill patients, and adequate heating arrangements in hospitals and health centres.

Emphasizing preparedness at the grassroots level, the DC called for establishment of an Integrated Control Room at the district level along with department-wise emergency control centres. He directed officers to maintain close coordination with field functionaries, regularly monitor preparedness measures in vulnerable areas and ensure prompt redressal of public grievances during the winter season.

The meeting was attended by SSP, Awantipora, ADDC, Pulwama, ADCs, Pulwama/Awantipora/Tral, ACR, CMO, CEO, CAO, CHO, Tehsildars, BDOs, senior officers of PWD (R&B), Hydraulics, KPDCL, PHE, Revenue, PMGSY, Irrigation and Flood Control departments, besides other concerned officers from various departments of the district.
