Srinagar, Jul 13: The Capacity Building Commission (CBC), Government of India, in collaboration with the Institute of Management, Public Administration and Rural Development (IMPARD), J&K and the General Administration Department (GAD), Government of Jammu & Kashmir, has commenced the first batch of the two-day Karmayogi Kartavya Karyakram (KKK) for State Master Trainers at the IMPARD campus in Srinagar.
The programme, being conducted on July 13–14, 2026, marks an important milestone in the implementation of Mission Karmayogi in the Union Territory of Jammu & Kashmir. It seeks to create a cadre of State Master Trainers who will subsequently cascade behavioural training across departments of the Government of Jammu & Kashmir, thereby institutionalising citizen-centric governance and a culture of excellence in public service.
The programme is being steered by Ms. Rehana Batool, IAS, Director General, IMPARD J&K, in collaboration with the Capacity Building Commission and the General Administration Department, Government of Jammu & Kashmir.
Senior officers from various departments of the Government of Jammu & Kashmir are participating in the programme as State Master Trainers. Upon successful completion of the training, they will lead the delivery of the Karmayogi Kartavya Karyakram to government officials across their respective departments, ensuring wider institutional adoption of the principles of Mission Karmayogi.
Karmayogi Kartavya Karyakram is the flagship behavioural transformation programme of the Capacity Building Commission, designed to strengthen values-based public service. The programme focuses on fostering behavioural competencies such as citizen-centricity, empathy, integrity, accountability, collaboration and selfless service, enabling public officials to deliver responsive, efficient and people-centric governance.
The sessions are being conducted by National Lead Trainers of the Capacity Building Commission, Uzair Simnani and Shreshtha Bansal, as part of the nationwide rollout of the Karmayogi Kartavya Karyakram under Mission Karmayogi.
The behavioural transformation programme has already been implemented across the Government of India, with more than 10 lakh Central Government officials, including officers up to the level of Secretaries to the Government of India, having undergone the training. The expansion of the programme to States and Union Territories reflects the Government of India’s commitment to embedding the principles of Mission Karmayogi throughout the public administration ecosystem.
The initiative represents a collaborative effort between the Capacity Building Commission, IMPARD J&K and the General Administration Department, Government of Jammu & Kashmir, to build a competent, future-ready and citizen-centric civil service capable of delivering transparent, accountable and effective governance.
The two-day programme will include interactive sessions, experiential learning exercises and facilitated discussions to prepare the State Master Trainers for the effective rollout of the Karmayogi Kartavya Karyakram across Jammu & Kashmir.
