SRINAGAR, SEPTEMBER 10: The Jal Shakti Department, Jammu and Kashmir, has finalized its Comprehensive Implementation and Reform Plan (CIRP) under Jal Jeevan Mission (JJM) 2.0. This marks a significant step towards strengthening the water supply infrastructure in the Union Territory.

The plan, as per an official statement, reaffirms the department’s commitment to timely completion of all ongoing Water Supply Schemes. Its main focus is to ensure sustainable and reliable drinking water services for the rural population of Jammu and Kashmir.

The CIRP constitutes a strategic, time bound operational framework by the UT, outlining scheme wise completion timelines, financial allocations, reform commitments and governance milestones for JJM 2.0. It provides a comprehensive roadmap for implementation of JJM 2.0 in Jammu and Kashmir, with emphasis on timely completion of schemes, improved service delivery, operation and maintenance, source sustainability, water quality and institutional reforms.

As part of the CIRP, J&K has committed that all new schemes shall be completed within the timelines prescribed by the National Jal Jeevan Mission (NJJM). Retrofitting schemes shall be completed from the resources of the Union Territory, thereby ensuring optimal utilisation of the existing infrastructure and strengthening the functionality and service delivery of rural water supply schemes.

In order to facilitate the implementation process, funds to the tune of ₹128 crore comprising ₹116 crore as Central Share and ₹12 crore as UT share have been released to the PHE Divisions across J&K. The process for release of payments against eligible works has also been initiated by the concerned divisions.

The finalisation of the CIRP marks an important step towards the effective implementation of JJM 2.0 in Jammu and Kashmir. The plan places renewed emphasis on moving beyond mere creation of infrastructure towards assured, sustainable, reliable and quality drinking water services while ensuring accountability, timely execution and efficient utilisation of resources.

The Jal Shakti Department remains committed to work in close coordination with the National Jal Jeevan Mission, field formations, Panchayati Raj Institutions and other stakeholders for achieving the objectives of JJM 2.0 and strengthening the rural drinking water service delivery.

The reform plan is readily available on JJM-2.0 IMIS dashboard for the stakeholders access.
