Srinagar, Sep 19: The Reserve Bank of India (RBI) Jammu on Saturday organised a one-day conference on financial sector initiatives and cyber security awareness at Hotel Taj Dal View, Srinagar, with Chief Secretary Atal Dulloo as the chief guest and RBI Deputy Governor Rohit Jain as the special guest.
In a statement, a spokesperson said the RBI Jammu organised the conference on September 19, 2026, in the presence of RBI Jammu Regional Director Prabhakar Jha.
The conference was attended by Chandraker Bharti (IAS), Principal Secretary, Home Department; M.K. Sinha (IPS), ADGP, CID; Commissioners/Secretaries and Administrative Secretaries from various government departments, including Industries & Commerce, Housing & Urban Development, Planning, Development and Monitoring, Information, Revenue, and Labour & Employment; Amitava Chatterjee, MD & CEO, J&K Bank; controlling and zonal heads of banks operating in the UT; and other senior officers from the UT administration, Jammu and Kashmir Police, RBI Central Office (Mumbai), Reserve Bank Innovation Hub, NABARD, NPCI and RXIL.
The spokesperson said Atal Dulloo, in his keynote address, highlighted that the UT administration has prioritised the development of key sectors such as tourism, agriculture and allied activities, hydropower and MSMEs. He stressed the need to leverage their inherent strengths and channelise credit towards these sectors to expand agricultural term lending, upgrade existing SHGs into meaningful enterprises and promote handicrafts and niche products in the UT.
He said RBI’s Unified Lending Interface (ULI) would accelerate credit delivery and accomplish for lending what UPI accomplished for retail payments. Trade Receivables Discounting System (TReDS), he said, would help address liquidity issues faced by MSMEs and facilitate their further growth, while the Central Bank Digital Currency (Digital Rupee) and its programmability feature could offer possibilities for targeted state subsidies under welfare schemes.
The spokesperson said Dulloo, stressing the continued focus of the Government of India and the UT administration on reducing cyber frauds, advised all stakeholders to act collectively. He also encouraged stakeholders to draw actionable roadmaps based on the conference for the progress of the UT.
Rohit Jain, Deputy Governor, RBI, in his special address, highlighted the role of the central bank as a full-service institution and underscored that, apart from its core functions such as monetary policy, regulation and supervision, the RBI has a developmental agenda focused on payment and settlement systems, financial inclusion and market development.
He stressed that ULI, an RBI initiative, would help achieve seamless and frictionless credit access across diverse sectors of the economy, thereby improving overall economic well-being. He said that while technology brings efficiency, it also creates risks of cyber fraud.
He said the RBI consistently engages with government authorities to address these challenges. Technology-driven solutions such as MuleHunter.ai for strengthening fraud detection, card tokenisation, introduction of the ‘.bank.in’ domain, unified calling numbers and the compensation framework for unauthorised electronic banking transactions would help create a financial ecosystem that protects customers and retains their trust in the banking sector, he said.
The spokesperson said Jain also stressed the need to scale up efforts to increase public awareness about these initiatives. He expressed gratitude to the UT government for its active involvement in the conference.
The conference featured thematic sessions on Unified Lending Interface (ULI): Present Status & Challenges, including its rollout in J&K; Digital Rupee (e₹)–CBDC; MuleHunter.ai and its implementation; the supervisory approach to digital lending apps; card tokenisation, the ‘.bank.in’ domain and unified calling numbers; the compensation framework for small-value fraudulent electronic banking transactions (EBTs); the Indian Cybercrime Coordination Centre (I4C)/State Cyber Crime Coordination Centre (S4C) and modus operandi of cybercrime in J&K; fraud prevention measures for UPI payments; and Trade Receivables Discounting System (TReDS) and challenges in J&K—(KNO)
